Protecting Waterloo's Most Valuable Resource: Our Groundwater


When I first campaigned for City Council in Waterloo in 2006, my theme was Smart Growth. One of my main concerns was the rapid depletion of our groundwater supply and the dangers posed to our aquifers with the proposed developments in areas now called the Boardwalk. I lost that campaign to an incumbent, and I think my message largely fell on deaf ears.


Regionally, we have developed a philosophy of economic development at the cost of sustainability. Please don't get me wrong, as I am not a luddite. I do support progress and economic growth, but with defined limits regarding the environment and, in our particular case, what the water supply can sustain.


We are constantly drilling more well fields, digging deeper, and drawing more water from the Grand River and our aquifers at a rate that does not allow adequate recharge. Recently, the city of Kitchener has released growth projections that could easily overwhelm existing water supply capacity. For the region as a whole, by 2050, planners and councillors hope to reach the staggering one-million mark. This growth will have to be defined along growth corridors as created by the relatively new ION transit line, brownfields, and other areas likely to be re-zoned. Where the water will come from is the question.


I do not believe our aquifer system can support this level of growth. Even now, many privately owned rural wells on farms and in country homes are experiencing silting, low output, or complete drying up as the region pumps ever-increasing amounts. Even climate change is working against us when it comes to aquifer recharge.


In dry seasons, when rainfall or snowmelt is low, the amount of water percolating into the aquifer does not reach equilibrium with the amount being pumped out. This brings us to the volatility point where we have a 3 percent margin; that is, we are basically at capacity, which has necessitated the regional building freeze.


Not to be too pessimistic, 2006 was also the year that more attention was paid to our water supply, and great progress has been made. There are simple technologies that do help the situation.


What lies beneath our feet

Waterloo owes much of its prosperity to something few people ever see—the groundwater stored beneath our feet. The Waterloo Moraine is one of Ontario's most significant aquifer systems, providing clean drinking water to the vast majority of residents. It is a resource that took thousands of years to form, yet it is one that we can diminish in a single generation if we fail to plan wisely.


As elected officials, we are stewards of the water supply, and it is my belief that a series of councils, in Waterloo, Kitchener, Cambridge and regionally, have not been good stewards of that vital resource, and we are suffering for their folly today. We may be at the point where we ask to be added to the Carney list of major projects to get a multi-billion-dollar pipeline connecting our communities to Lake Erie.


As our city continues to grow, the challenge is no longer simply finding room for new homes and businesses. It is ensuring that our water supply can sustain that growth for decades to come. Every decision involving development, land use, transportation, and environmental protection ultimately affects the health of our aquifer.


Progress worth recognizing

Since the passage of Ontario's Clean Water Act in 2006, the Region of Waterloo has made significant progress in protecting groundwater. Sensitive recharge areas have been identified and preserved. Stormwater systems now incorporate infiltration galleries, bioswales, permeable pavement, rain gardens, and other Low Impact Development techniques that allow rainwater to soak naturally into the ground rather than rushing into storm sewers. Wetlands and woodlands continue to be recognized for the essential role they play in replenishing groundwater.


These initiatives deserve recognition. They demonstrate that our community understands the importance of protecting the natural systems upon which we depend.


Yet the pressures continue to increase. Population growth, climate variability, longer periods of drought, and the steady expansion of urban areas mean that preserving yesterday's recharge rates may not be enough to meet tomorrow's needs. Conservation remains essential, but conservation alone cannot solve every challenge.


Working with nature: Aquifer Storage and Recovery

That is why I believe Waterloo should continue to study and invest in innovative groundwater management techniques, including Aquifer Storage and Recovery (ASR).


ASR represents an exciting opportunity to work with nature rather than against it. During periods when water demand is low and supplies are plentiful, treated drinking water can be stored safely within suitable underground aquifers. During dry summers or times of peak demand, that water can be recovered for public use. Instead of constructing large new reservoirs, the aquifer itself becomes a secure, naturally protected storage system.


While ASR is not appropriate everywhere and requires careful scientific evaluation, it reflects the kind of forward-thinking approach our community should be exploring. It is an example of how engineering, environmental science, and responsible public policy can work together to strengthen long-term water security.


I believe Waterloo should continue investing in groundwater monitoring, hydrogeological research, and partnerships with universities, conservation authorities (Grand River), and water experts. Every major development proposal should be evaluated not only for its economic benefits but also for its long-term impact on groundwater recharge and water sustainability.


Protecting our aquifer is not an obstacle to growth. It is what makes responsible growth, or Smart Growth, possible.


Stewards for future generations

As a candidate for Waterloo City Council, I believe our responsibility extends beyond balancing next year's budget or approving the next subdivision. We are temporary stewards of a resource that belongs equally to future generations. The decisions we make today will determine whether our children and grandchildren inherit a city with a secure, abundant, and sustainable water supply.


Water has always shaped Waterloo's history. It should continue to shape our future—with careful planning, sound science, thoughtful innovation, and an unwavering commitment to protecting one of our community's greatest natural assets.
